Inferno Mode Brainstorm: For Jay Wilson

Currently as it stands, I think the addition of a fourth level difficulty mode with relatively flat playing/level field is awesome, and I'm super psyched for D3 end game difficulty.
However there has been some debate on the scaling of Inferno's end game difficulty, and I would like to reiterate on some of the suggestions people have posted.
Currently with the assumed implementation of Inferno as a flat plane of difficulty, no matter where you go in Inferno, monsters will stay the same level. The issue with this, is that late game monsters will still out-scale early game mobs, (just by virtue of the nature of their abilities) and so we would assume drop rates will still be tipped in the favor of later end game "Acts".
However a few suggestions have been made to make the Inferno mode, an open end game format. This means that a character could start out in any act and face the relatively same difficulty in each Act's starting areas. As the character progresses deeper into each act we could then see higher level difficulty mobs/bosses spread through out all of the acts, so no matter where you go your always facing more difficult challenges right down to each act boss.

***SYNOPSIS***
Just like peeling the layers of an onion, the deeper in each Act you go, the stronger the challenges would be that await you. This would also give players True Freedom to roam the world of Sanctuary at max level and would overall prolong the lifespan of Diablo 3. Loot could be spread evenly between all Acts, and so players would be encouraged to explore the entire games potential and not just specific areas, of intrigue. It would also leave more room for Random scripted event's depth/content, allowing the player to explore more of the world's randomly-rich environment.
So lets hear it D3 community, what's your opinion on the subject? :}|||Sounds sort of cool ... still sort of presents a problem that they are trying to avoid though ... in your way of thinking the Bosses (and their minions) would be a bit tougher (and thus prolly better loot) than the mobs at the start of the act ... ppl would be tending towards the "boss runs" that we see now.
