Clarification on Runes and Skill Swap

[:1]Tried posting this on the new forums, but it disappears to page two in about 5 minutes. I didn't get any conclusive answers, seems everyone is all over the place.

Two questions I haven't found answered yet:
1) Is there a limit to how many skills can be runed at any given time?
2) Is there anything put in place to limit swapping skills?
My concern is that if there is no limit to how many skills I can rune and there's no limiter on skill-swapping that there really is no tough decisions being made about my build. At some point I'd have every skill runed and/or the only thing slowing me down is how fast I can open my spellbook and swap a skill around. Which, in other games, I'm pretty fast at.|||

don't remember 100% but i'm sure i read something about only being able to in town.|||1) It's never been mentioned, so I'll assume no.
2) People were talking about it, such as only in town or not when in battle, but I don't think anything has been confirmed yet.
In Diablo 3 builds are based upon what skills you enjoy using most (as always), what runes you have in those skills and the kind of gear bonuses you're wearing. You'll constantly be making decisions for your 'build' based on what skills/passives to have set, what runes to use and what gear to keep.|||Considering the Skill system releases allowing free swapping among all 20+ Skills (goddess, please no...) there will be a Runestone restriction to only the 6 Skills currently selected... no idea what happens when you trade a runed Skill for an unruned Skill.|||See, there's a lot of speculation on this topic. When I ask these question I get answers all over the place and everyone seems convinced on their own answer, but I'm really not sure what is actually correct.

The problem is that if there aren't any limiters, I'm really not making any tough decisions (as they say they want us to do, which is the reason the # of active skills went down to 6), nor do I really even have a build per se. Really, I'm just making easy decisions based on what I'm currently fighting.
Also at some point, I'm an "everything Wizard" because I can use every skill and have them all runed, the only thing preventing me is how fast I can swap them. I can just as easily take 3 generic passives to support this, like +arcane power, +casting speed and +damage.
I really like the idea of the more open-ended-experiment-with-everything skill system they have, but I also really want to make tough decisions... just right now I'm not seeing where those tough decisions are.|||

Only on the "6-selected-skills" pane do you have Runestone sockets.
So, even if the game could remember in hidden form which Runestones you had in each of the 20+ Skills (hihgly unlikely, imo) it would be stupid to have all those Runestone in a non-visible, non-workable state.
At the most when you swap Skills, any Runestones in said Skills are ditched to the Inventory.
