Your character would exist alongside everyone else, and be exactly the same except you would level a lot slower.
You would get a banner, a unique title, and maybe a different stance in the chatroom if they have that sort of thing just like hardcore characters....and if your really nuts you'll make one of these slow grinders in hardcore mode!!
You'd get like double banners and a double cool name enhancement or whatever etc.
But at the end of the day your character would be the same except a grinder:
Here are the pros:
1. It won't cause all the anti-grinder to complain (as much...although there are those who arbitrarily hate people who like to grind.) because you won't be higher level than them....for the most part you would be LOWER level than them....
So the people who don't like grinding and grinders could actually feel good about themselves, they would be like, "Ha, look at that noob he did twice as many runs as me and I am already double his level!! HAHA I PWN!"
Not only would it not annoy the standard haters, they could even feel good at said grinders expense!
2. Only those who want to punish themselves would do it. No one would be forced into it.
3. It wouldn't cause a splinter of the game. Since these characters would join and play in the same games as normal characters it isn't like a certain population wouldn't be allowed to trade play or generally do things with everyone else if they so chose.
4. You don't level past 60. There are those who have zombie like dedication that the world ends if anyone goes past level 60 even if said levels add no additional attributes or bonuses of any kind. So again you don't go past level 60 it just takes a lot longer for anyone who WANTS it to take longer.
5. For those who feel like they really want to punish themselves they could mix this as an option that also exists in hardcore mode...believe it or not a small handful of players would get VERY dedicated to this niche option
(I'm talking to you honors Duke/Duchess levelers from Diablo II classic...yes your old school...and you spent a really long time leveling up because you never did any hell cow runs. And you had the duke/Duchess name to prove it.)
This is a work around that won't hopefully offend the anti-past 60 crowd, while meeting the needs of the grinder community...its not perfect...but nothing is perfect.
This seems like a reasonable compromise...let the grinders have their fun and give them a banner or a highlighted name, that's all, they will even accept the handicap for the fun of it. I guarantee it.
Granted there will be those who are jealous of anyone who gets an achievement or banner that they don't have....that problem is always going to exist...other than that I think this solution is elegant in that it gives players the FREEDOM TO CHOOSE how to enjoy the game without taking away from anyone else.

Thanks :-)|||Great idea, and hey, if they don't implement it then you can always simulate it for own satisfaction by making 10 characters and leveling them all 1 level at a time, switching to the next one every time you ding, then when you hit 60 delete all but 1!
Or you could make 1 character and level it to 2 then delete it (after storing stuff in your shared stash), then make the character again and level it to 3 then delete it, and make it again and level to 4 and delete again.... Repeat until level 60.|||If they did what you suggest, it would have to be on a separate server. No one would play a character that levels at 1/10th the speed on the same server with normal leveling, just to have a special title. The only way it would work on the same server is if the grinder characters could get special drops not available to others, which would start a whole new sets of balance issues.
I wouldn't mind a grinder server though, 1/10th exp is a little rough, maybe 1/3rd or 1/5th.|||

Why wouldn't it work? Yeah you couldn't stay in a game for all that long with other people at the low levels since they would quickly out-level you making you useless, but you could just solo those early levels, or bounce from game to game. Later on when regular players are only gaining 1 or 2 levels per act it would be fine, as a 3 level difference would be pretty irrelevant.
