How secondary stats should work in Diablo 3

Instead of a +% of a stat on loot you'd get a +X to a stat. Like a raw figure. For example +X to arcane magic resistance or whatever.
It'd work for the the following:
Armour
Chance to be hit (however that works in D3)
Chance to hit
Resistances
Magic FInd
Gold FInd
Etc etc
But . . . .
Each level needs more to be at 100%
For example (hypothetical numbers) you need 5 points +5 to be at 100% at level 5 but at level 10 you need 25 points to be at 100% and it scales so every level you need more and more points to be at 100%.
This forces you to keep looking for better and better gear with more and more +X on your gear to keep it on the same % you want.
This ensures that low loot is not viable through the whole game and you need to get better and better to stay competitive.|||iirc, D2 had both and I expect it to be the same in D3.
